Merchant Navy Ratings can be of different types and you should be qualified for the position you are applying for. Relevant experience in engineering, freight handling, navigation, catering, cargo handling, etc are important. The shipping companies also look for educational qualifications like three or four GCSEs for English, maths, physics or equivalent.
